Outdated PHP Security Report 2026: PHP2Shell, Risks & Upgrade Guide | Bithost

PHP powers 69.3 percent of websites with a known server side language, yet more than a third still run unsupported versions that receive zero upstream patches. Our new research report breaks down the October 2026 PHP2Shell vulnerabilities, sector and country risk rankings, financial and DPDPA 2023 exposure, and step by step playbooks to scan, harden and upgrade your PHP estate.

On 21 October 2026, the PHP project issued an emergency security advisory for two critical flaws in the core PHP engine, tracked as CVE 2026 109618 and CVE 2026 109619 and widely known as PHP2Shell. Both flaws allow unauthenticated remote code execution. On certain server configurations, an attacker can take control before a single line of application code even runs.

Within twenty four hours of the fix shipping, internet scanning telemetry showed 36.7 million internet facing service records reporting potentially affected PHP footprints, 1.37 million measurable hosts sitting on legacy or vulnerable setups, and 99.3 percent of measurable instances still unpatched. Even worse, PHP 8.1 has already reached end of life, and PHP 8.2 loses official security support on 31 December 2026.

To help technology leaders, security teams and system administrators respond with clarity, Bithost is publishing our complete Global Threat and Modernisation Report 2026: Exposed Websites Running Outdated and End of Life PHP Versions.

What You Will Find Inside the Report

The Real Scale of Legacy PHP Exposure: Live October 2026 telemetry showing why 34.5 percent of PHP websites remain stuck on PHP 7 and PHP 5, and how an outdated runtime freezes security updates across WordPress, WooCommerce, Laravel, Symfony, Drupal, Magento and Moodle.

Deep Technical Breakdown of PHP2Shell and CGI Attacks: How out of memory corruption, stale worker state and Windows CGI argument injection work in practice, and how attackers pivot from a web worker into databases, cloud metadata services and internal corporate networks.

Sector and 30 Country Risk Analysis: Why Government portals, Education networks, Healthcare diagnostic labs, Retail ecommerce stores and SMEs face the steepest operational impact, alongside a thirty country directory comparing raw server volume in the United States, China and Germany against upgrade readiness gaps in India, Brazil and Southeast Asia.

Financial Losses and Regulatory Penalties: Verified breach cost benchmarks (averaging INR 220 million in India and USD 4.44 million globally) and clause by clause compliance mappings for India's DPDPA 2023 (penalties up to INR 250 crore), CERT In six hour reporting rules, PCI DSS 4.0, ISO 27001, GDPR and NIS2.

Ready to Use Hardening and Upgrade Playbooks: Drop in php.ini, PHP FPM, Nginx, Apache, Docker and ModSecurity WAF configurations, a 40 directive security encyclopedia, before and after code refactoring recipes for moving from PHP 5 and 7 to PHP 8.4 and 8.5, post compromise log hunting commands, and a 50 Point Self Assessment Checklist.
